I just watched an episode of NCS Manhunt in which David Suchet plays one of the leading roles.

From certain angles, and with the right shadows, David Suchet look exactly like Quan Chi :o

It doesn't particulary catch his 'evil' side though. But this is the best dark and gloomy picture I could find of him.
