I've edited your post so that it may remain open, for now. As the FAQ clearly states, please do not ask where to find ROMs.

ok, i'm sorry about that.

basically look for an emulator that is made for the console you are looking for and download it. (for example; gens is a good emulator for genesis) now download the rom for the game you want to play and open it using your emulator.

ps there are also arcade emulators, and i made this as easy as i could to understand.

isnt downloading roms illegal? cause i really want emulator to kof (any of them) and svc for arcade

Yes it is if you do not own the originals of the games, roms are for backup purposes only even tho they may not be used in that way, download at your own risk, it's the same for games on any format, you can make a copy of your own software as long as it's for your own use and is not sold on to anyone for money and you legally own the original copy, well that's how it is in the UK dont know about the U.S or else where.
