How do i get any icon I want? (Please read)

I have seen many people have icons not in the library of icons and i want to know how to get my own icon of this picture:

freewebs.com/poop13/coolMS.bmp

How can i put in that picture where my icon is? I looked at that thread Baraka04 put in but it doesn't help me. Can someone help me out on this please?

Just paste the URL in the space provided (next to the icon) in your settings.

That address doesnt work... It says invalid Icon.

That address I posted...

Copy it... Then go to setting. Click Change on the Icon thing and paste the address. Then hit submit and you're all done.
