hmm I don't really know what's the problem.. you need some webspace in order to get a website online.
you can get a good deal of webspace for free here:
http://www.free-webspace.biz/index.php

then, you'll need a FTP client. I suggest you to use any free client, but I prefer CuteFTP Lite(free). Then you connect to your ftp server and upload files to your public_html or htdocs directory.

You can also register a free .tk domain at www.tk

There are different sites to put up a web site. Brinkster.com is good, so is Freewebs.com. Angelfire.com is popular as well. There are a dozen other popular ones.
