Okay, say I have a relatively large MP3 file. How would I go about first make this file reasonably small enough to be feasibly put on a site, and secondly how would I set this music as the background music for my site?

You don't.
1. MP3 files are generally incompressible, hence why they're so much smaller than, oh, say WAVs (I believe).
2. Background music on websites is ugly. Ugly ugly ugly.

1. You can lower the bit rate, but that's going to degrade sound quality.
2. Not sure. Don't do it if you find out, though.
