whats a mugen game?

I'm making one called MKT Spongevanced. But half of the characters are sprite/palette/sound swapped. I can't code MUGEN characters.
However, I have downloaded some MK characters, as well as some characters from other games that I feel should be in MK. The Spongevanced part is where all the cartoon characters come in. Each character is unique, somewhat: Patrick from SpongeBob has his sprites from the actual TV Show, while SpongeBob is hand drawn and has his own winning pose (which is a thumbs-up and a wink). Garfield even has his sprites ripped from the actual comic strips (that took forever). I also built some stages that have me playing guitar in the background. Other backgrounds use MKT music, so you have to put in the PS version of MKT in the CD ROM disk so you'll hear the music. I made the lifebars by hand too. I'll try to get some screenshots as soon as possible.

why has no one answered to this thread and why does no one answer my question

A mugen game is like making your own fighting game but much easyier.you put in any character you want in the game but they have to be in 2d form. you can put in any level from a fighting game eg:The Living forest ,you can put in street fighter life bars and so on.the only thing is that it has the street fighter engine its like playing street fighter but different characters
its mad as make you own selection screen and stuff ive only heard of it im trying to make my own but i cant get a proper tutorial on how to make it

Where can you get "Mugen"?

I Usally get MUGEn Stuff from: www.Streetmugen.com
or i think it is www.MugenTomb.com
or Just do a google just write in Mugen
Most of mugen stuff is French or Spanish
