He's talking about the main roster. The fact that Manhunter was so close to making it in means his odds as DLC are better than most.

If he's to be believed, it seems like he actually wanted Manhunter on the main roster. Seems like it was some of the other producers that were responsible for excluding THE most requested character throughout this entire process.

It might seem that way if you're a Negative Nelson.

To me, a Positive Peter, it sounds like he'll be DLC. He did specify that he was talking about the original roster. If he really wanted him in the game and couldn't get him in the original roster, DLC is the next best thing.

Adding the fact that he is the most requested character, he seems to have a very high chance of being DLC.
