Great ideas, Smoke. In fact, as the Fan Fiction Director I assure you all that such a section should become a part of the site itself once the Fan Submission sections are completed. Character concepts will have their own special section, as I feel they are one of the most important parts of fan fiction itself... not to mention my personal favourites.

Character Concepts are one of my favourties as well.

I understand, like the Fan Art Section, also having a Fan Character Section would be wonderful.
Every person entering will identify their character concept, and besides them will be the option for rating their character, just like the fan art section, this will also be a much organized way to keep characters created by the same user. And it will also let us know how many characters the user has created.

P.S. Also, it will show us potential candidates for future tournaments?

Well if keeping the character concepts unseen by the competition (as is being done for the upcoming 3rd tournament) is to continue, wouldn't searching through a list of created concepts that are there for all members to see kind of defeat the purpose? I'm not arguing against the existence of such a thing, just perhaps thinking over the idea of possible utilizing such a thread or section for the official tournament.

That is true, tdkakar.

I guess you could let out information to users letting them know which users are participating, not which characters. Whoever wants to enter the specific character can do so, it'd be like the same thing except a better way of finding people who would like to participate. If there would be a user who had only one character they created, then yes, you'd know which character would be entering. But otherwise, if there is multiple, you'd have to guess.
