Does anyone know what step or filters are used to give the 2d characters there "look" on the character select screens? The polished almost oil painted look?

It's not an effect, it's just like that because they only had a limited amount of colours they could use.

to imitate the few colors u could use soft Oilify and Pixelize filtters

Makes sense. Ive come close before. But now i got a differnt approach i can take.
