I do all my pallet editting in Photoshop. There I load the image and if its already in pallet form I just go to the color table and edit it, or else I convert it to indexed color and edit the pallet that way. Or, sometimes I make the pallet and then apply that to an existing image.

Hmmmmmmm... the pallete swap thread is a great idea , but it might be more appropriate for solutions to this question to go in the artist advice thread. Best not have 4 other people ask the same question in 4 new threads.
