A few critiques, if I may. I hope I don't come across as insulting, I'm just not very articulate when it comes to giving advice.
I'm liking the hair, first and foremost. Would be nice to see some individual strands and locks of hair flowing from her. Likewise the eyebrows are symmetrical and shaped quite well. Her eyes could do with some colour as I'm sure that would make the sultry pose she's doing really stand out.
Her proportions however are all over the place. Her raised arm looks tiny, the elbow should be above the head in that position, not next to her hairline. If you strike that pose yourself now you'll see that your arm goes an inch or two higher than your scalp, so I'd raise the length of that arm.
Her head is simply way too big for her upper body, and the full face she has reminds me more of Anna Nicole Smith during her Reality TV era than Jade I'm afraid. Her breasts are too high up onto her chest and are far too small, and her collarbone looks dislocated with the left shoulder being raised so high.
Your use of colour is great, you picked a really nice skin tone for her and the lime green colour really makes her skin look radiant. You just need to work on your proportions is all ;)

look, your art is pretty good, but my absolutely honest opinion is that there is simply no point whatsoever in uploading portraits of characters to this site. people want to see costume redesigns or interesting poses. this is just a face that could frankly be anybody of jade's ethnicity. same goes for your other art (i think you have others like this..?) sorry, just my opinion.

Consider the fact that she's 14, first and foremost. She has a lot of potential for her age. We never really see character portraits on this website so I like the change in style, she just needs to improve her work. And there's no doubt that she will with constructive criticsm. :)

Excuse me? You don't have the right to state to someone who's been uploading quite a lot of submissions that no one is interested in seeing this kind of stuff. That is rude and completely ignorant. For all we know, this might be helping the user get better at making portraits. She/he's getting feedback on their work, are they? No one is interested in just one kind of art...
Anyways, this is a much better improvement from your last Jade portrait. If I can make a suggestion, try adding shadows next time to really put her face out there. If it helps, try using your face in the mirror and shine a flashlight in several spots to show where you can put shadows in, that is if you're interested in putting shadows. Otherwise, as stated, its a much better improvement.

To help you get a better idea on proper dimensions, considering practicing some drawings by using a base/outline of a real person. It could help a lot to help you make proportions a lot better.

I love the hair in this. I only recently got a bit better at doing hair. Nice colours too; the green stands out well against the skin colour.
Keep practicing to get proportions and shading right; people are definitely the hardest things to draw, especially if you're trying for a 'real' look (cartoony looks can be a simple way to get a good drawing out, but a well-done realistic pic always is much more amazing).
Personally, I'm a fan of portrait style pics so I'm glad to see these coming through :D

I rarely color, but since you use colored pencils a lot, you should try to start developing light and shadow. Experiment with coloring very softly to produce a lighter shade, then slowly adding more pressure to the pencil to create a smooth transition between light and dark, it is more time consuming, but the final product will only get better. In time, shading becomes more complex with all sorts of colors mixed in, but you're right at the stage to start experimenting with more color depth so there's no reason to get all complicated yet.
As for portraits, I am very much in to portraits of characters... I believe fan art should be an exploration of all the things a character can be and should not be bound by any restriction, including subject matter or what limitations the series itself puts on the characters.
