I'm guessing you don't have a scanner, thus the appearance that the picture's being held and distorted with folding. I'm not a huge fan of close-up shots like these because we don't really get a feel of who the character is. Sure, you say it's Li Mei, but she could just as easily be unmasked Kitana. There's no distinguishing features on her that screams Li Mei when we have just the face and a partial view of up-done hair.
With that being said, it is a nice drawing, don't get me wrong, but it's hard to say that it's MK.
