This looks an awful lot like Scorpion from MK:TJB.
You said it's from 1995, so is that what you intended or is it just coincidence?

I found this picture in a magazine. Like i said it was a school project and I remembered that picture, and drew and painted it from my memory. When I was finished I had to hold it in front of the class with the original next to it.
It wasn't that well received, because the picture had far more detail. And the teacher said it looked like Batman. what a fool.....
