If its better why did you give him the exact same rating as before. Its nice anyway, shove a border on it and i would love it. My only complaint is, and sorry, but you always use that thunder background. It it good, but the best thing about the hotaru sig was that you went for a new background. This is just my opinion.

btw, yea, the border would be nice.

Anyways..trying to be nice here..you could have just put this in your other thread...they're pretty much on topic and similar instead of new threads..anyways...it's done now..so just for future references.
