Alias, Maya, LightWave 3D, Rhino, 3D Studio.

They all have the ability to output great models. How much work will you put into it, thats the real question. Seriously, new 3D artists are always looking for the "create human model" plug-in that makes work much easier, there's no good easy way to create your own models. I'll use poser sometimes as a guide but to get real high quality output it's best to do it yourself.

There used to be a program called Character creation workshop. If it's still out there it contained a huge collection of models that you could customize thousands of different ways. You would then output it to your appropriate software to complete the work.
