You can either
1. Make one with photoshop
2. or request one in the *stickied* sig request thread on the top of the Fan Submission Forum
There are also many other varietys to choose from while making a sig other than PhotoShop.

PhotoImpression, FototFun, Paint Shop Pro, GIMP(I use this one)

PhotoShop would be the better choice though.

go to Settings... go to Signature Settings... type in (img src=your image link)
but replace '(' and ')' with ''

You'll also need to use a site like Photobucket to upload your sigs to use them over the ol' t'internet

Oh yeah, these are sites where you can upload your pictures,
Putfile, Image Shack, and Photobucket which is what I use, and others I can't remember.
