Baraka just called her Kitana Kahn, so yeah, she is in the roster.

Considering they said there would be no NPC's, it's safe to assume she's in and playable.
They're probably not confirming her or Liu Kang because they are kind of a giving.

I thought they meant fightable NPCs, like Rain and Sindel. But still, I think Kitana will be playable.

Kitana has a 99% chance of being in. Not to mention she was also shown on the KUSTOMIZABLE screen at the MK11 event with a new look.

Also, Boon has made it clear that this game is mostly about pleasing fans with returning classic characters and after the HUGE role Kitana had in MKX- there's no way she won't be playable.

Kitana, Liu Kang, Cassie Cage, and Kung Lao are all pretty much locks. Johnny Cage is a given too. I have a feeling these characters will most likely be revealed "Kano" or "D'Vorah" style. I think they're saving the big reveal trailers for characters like Kabal, Jade ect. Though I think Kitana will end up scoring a trailer of her own considering her huge fanbase.

I think she will be on the roster but there is nothing conclusive yet. Steve said his favourite character in the game is Jade even though his favourite character in the franchise is Kitana so that makes me wonder. We just have to wait.
