They decided to have two tournament builds available for competitive play and I can't see them going back on that. Balancing every possible combination would be an impossible task. They brought it down from 3 in MKX so even that was probably more trouble than they anticipated.

It's a little disappointing because it discourages engaging with a huge part of the game if all you want to do is ranked, but it makes sense.
