I would assume 100%. Each new character added will have their own set of Skins, Augments, Gear, Intro, etc, so it would make sense to unlock those the same way. I just mean adding the content in the chests in the Krypt, not actually adding a new area to the Krypt or anything like that.

I say slim to nil. They'll probably introduce a bunch of DLC character specific towers, and maybe add more items than usual to the Character Summon Tower challenges, but I doubt the DLC characters will have any extensive options for costumes or gear. MKX had nothing for DLC characters, so I don't expect MK11 will have much...maybe a handful of items...5 - 10 of each type maximum, and probably no more than 5 or 6 skins total.
