Apparently, Street Fighter has an official canon power scale. As you'd expect Akuma is god-tier while Dan is...well, he's Dan. But it seems that younger characters like Makoto, Elena, Ibuki, etc aren't that much better than the Saikyo master according to bits and pieces of story folks have brought together.

Well, if Capcom heads can do it, so can NRS fans! Having nothing better to do I put together a rough "canon tier list" of the original Trilogy characters (that is, everyone featured in MK9, minus DLC).

S-Tier: Raiden, Shao Kahn, Liu Kang

A+-tier: Nightwolf, Sindel (empowered)

A: Scorpion, Sub-Zero

B+: Ermac, Kung Lao, Shang Tsung, Quan Chi, Goro

B: Sindel (normal), Kitana, Jax, Kintaro

C+: Stryker, Kabal, Noob, Mileena, Jade

C: Smoke, Sheeva, Johnny Cage, Sonya,

D+: Baraka, Reptile

D: Kano

I know you're probably reading this post like confused, wow, or even sleep so allow me to shos you my logic.

The first three tiers should make sense, right? They're all well-established ass-kickers.

B+ guys have something in common: They're badasses, but are no match for Liu Kang or Scorps/Sub. They're still considered threats, though. Ermac single handedly beat many of the guys below him (see: Deception), including Kung Lao, whom Raiden trusts nonetheless. Quan Chi and Shang Tsung are about even, (see: Deception) since Shang's power waxes and wanes. Goro is established as a beast, but we can all agree Shang Tsung > Goro, I think.

B tier is where I ranked normal Sindel. She's gotta be tougher than Kitana (who is proficient enough to get Liu Kang's attention) normally, being more experienced and a witch. Shockingly, I think Jax is above or equal to Kintaro. He was able to match the Shokan for a while in the official MK comic. Neither may be as good as the Edenian Regals, but they're likely better than all who come afterwards. Why is Kintaro so low? Well, he IS established as Goro's intellectual inferior, which is a factor in a fight.

C+ Tier guys have a common link: They're skilled, but their game is trickery. Stryker beat a lot of guys in MK9, but as a normal guy, he cannot afford to take a strong hit (see: Sindel putting him over her knee). Kabal is the same way--remember, Sindel killed him by damaging his respirator! He's still above Mileena, Noob, and Jade, who have no earth-shaking wins in the story. Noob did take down Goro in Deadly Alliance, but it was a sneak attack on a worn-out Goro...and the big guy survived, either way! Mileena and Jade are at least better than everyone who comes after, but aren't as good as, say, Kitana.

C Tier is basically "competent, but not special." Human Smoke lost rematches to guys he had beaten earlier (Sektor, Kitana) which I think is them getting stronger/more focused between matches. Sheeva took loss after loss in MK9's story, but she DID kill Motaro in the first timeline, who killed Cage. Cage beat just about everyone below him. Sonya isn't better than Cage, I think. He beat her handily, and he's just "okay" in the fiction of MK.

D+ is Baraka and Reptile, who are pretty much footsoldiers. Neither has any real wins on his record in either timeline and they tend to get screwed (Baraka getting cut in half between 3 and 4, and Reptile...poor, poor, Reptile.) They can at least deflect/dodge bullets, which is more than I can say for...

Kano, who's bottom. He's like Baraka and Reptile except he's got no powers (save for the laser eye) and is portrayed as undisciplined and brutish (Baraka is brutish too, but his body is bulletproof, so...) and he has a tendency to run when a fight isn't going his way.

That was long...so, point out the flaws or what you agree with, or stuff I missed.

It's hard to do a "canon" tier list with MK especially with MK9 because characters would lose to people they just won against and things like that. MK seems to be pretty up in the air about that.

Scorpion and Sub-Zero aren't nearly that powerful, at least not until they both receive power-ups in DA and Deception.

This. Taven won just about everyone in his path in the MK:A Konquest, and the same methodology in which the character (the player is playing as) keeps on winning applies to the story mode of MK9 in many extents as well. So I wouldn't consider the gameplay parts' results in the story mode chapters highly accountable in defining the characters' powerfulness.

Either way, your topic is no doubt something to think about, Toilet.

This list takes Deadly Alliance and Deception into account. I referenced them for Ermac and Noob's feats, so yeah, same for Subby and Scorpy.

If that's the case, then it should have characters like Onaga, Shujinko, and Blaze on it.

Granted that some of those characters had power-ups as well. Onaga was invincible with the 6 Kamidogu, but without them is presumably equal to or weaker than Shao Kahn, Blaze is nearly unbeatable but only when he's atop the pyramid, etc.
There's also Shinnok w/ the amulet (It's supposed to contain his actual Elder God powers...but as far as what those powers actually are, we haven't seen, except for the forcefield that made him untouchable in Mythologies) compared to Shinnok without it, and for that matter, the question of just how much Quan Chi ever used the amulet to buff himself since he was still learning how to use it in Deadly Alliance.
