I don't think we'll ever see Belokk. It wasn't even a Midway/NRS creation.

Anything's possible, but i think it's 99.99% unlikely, simply because NRS tend to like creating new chars, and not revisiting old ideas that much. And when they do, the result tends to suck e.g. Dairou.
Shame though, there must be over 100 characters altogether from the archives with potential.

Baphomet or bust!
The problem with this character is that this guy was never Midway's creation, it was Eurocom's. Yeah, Eurocom is gone, they laid off their remaining employees back in 2012 as well as ceased to trade with anyone, so I'm certain that the rights for this character is up in the air or whatever. However, I see Hsu Hao having more of a chance to make it in a Mortal Kombat's roster than him.

Belokk was indeed awesome looking, so Eurocom did great in that department.
You best bet is that we'll get a character similar to him In the future.

Dairou IS the revisiting of old stuff. Especially when Mk was about Chinese, Japanese martial art tournaments. The dude was basically a loveletter to chinese martial arts.
Belokk rates worse than Meat and Mokap, due to not being an in-house developed character.
