Revenant Liu Kang unlocks after 25 ranked wins online. Be advised, any wins obtained by matches desyncing or your opponent disconnecting DO NOT count towards the 25.

Dark Emporer Liu Kang is earned by creating and completing 10 challenge towers. You DO NOT have to send them to anyone.

Revenant Kitana is earned by giving respect points in King of the Hill. The consensus seems to be around 250 points does the trick.

Dark Empress Kitana is earned by completing 10 Living Towers.

Kahn-Um Mileena is supposedly unlocked by winning 15-20 matches in Survival.

Difficulty is fine, till you get to match 15, then the difficulty ramps up ridiculously.

Do I have to use Mileena to unlock it? I've made attempts with other characters.

Kung Lao you need like 25 victories in KOTH.

Johnny Cage you need 10 victory in a row in Survival KOTH.

Kahnum Mileena is unlocked after 15 victories in the Endless Tower, and you don't have to use Mileena. Or, just wait for MKXL and all these skins will be unlocked already. :)
