It's getting better, at this point I'd say it's really good on PC but on launch it was stupidly stupid and very offensive, I pre-ordered and wasn't able to play for a couple of days.

Now it's good and they are still improving on it, just make sure you have a really good PC because it's a demanding game.

As for UMK3 Subby, he is no where to be found on PC :'(.
