After I redeemed the code for the cosplay skins, it said that they had been installed. However, they're not showing up in the game, and on the ps4 homescreen under notifications and downloads, it's stuck on "waiting to install." Anyone else having this issue?

If this issue remain, contact wb support. They helped me get a functional code for gold Scorpion.

Try uninstalling it then reinstalling it that worked for me
