If one were to preorder MKXL on PSN store, will they have access to the game and kp1 content from the get go or will they have to wait til March 1 for everything.

Probably not. March 1'st would be my bet simply because we have no idea how they're going to package XL. It could be like the disc formats of previous GOTY's where the content was already on disc, same might be for XL where the content is already packaged with the game files.
