Well, I'm no good at diagnosing technological problems, but I can get online just fine where I am (and I normally have mediocre-to-crappy connection via wireless.) Maybe this issue has been resolved already.
Are you and your friend in the same area? If this problem still persists, you might want to call your internet provider.
Also, for future reference, stuff like this should probably go into Gameplay & Matchmaking, or Mortal Kombat (2011), so you can get quicker responses.
