Mortal Kombat is inspired some parts of Japanese and Chinese mythology. But the tournament aspect and some characters were inspired by Enter the Dragon and various martial arts films.

Not entirely true. He was a consideration in early production and Cage is based on JCVD to a degree, but there are many other influences and inspirations, some of which are listed above.
Technically the WHOLE series started with Boon/Tobias/Forden/Vogel who started the concept as a reaction to Street Fighter II.

With the first paragraph you mentioned, Cage's outfit from MK 1 is based off of JCVD's character's outfit from Bloodsport as well as the Ball Breaker move.
