I'd say Shang Tsung reminds me more of a classical sorcerer, subtle, bookish, and philosophical, almost like a Victorian gentleman... Whereas Quan Chi is a sorcerer too but kinda rough and more engaged in whichever mumbojumbos the humanoid demons are likely to cause on earth... I'd say it's kinda more likely for Quan Chi to engage in a true, gory, MK battle; Tsung is kinda more of a scholar.
But then, the irony is that Shang Tsung actually is an MK fighter by obligation, eh?

I think Quan Chi is more the intellectual and Shang Tsung more the warrior.
While Quan Chi can fight, and fight brutally, when he needs to...he seems more content to plot and manipulate from the shadows that directly engage an enemy. And Shang Tsung, while he'll use manipulation and at times outright cheat, appears to be more the martial artist who would take some pride in his skill as well his power.

Second that, and I think they intentionally made Quan Chis looks reflect his methods. He is straightforward enough, and brutal. Yet he is the grand schemer. Shang is vile beyond redemption and by his own choice.

Pretty much agree, also to add to that I feel overall Quan is more powerful and wiser then Shang is. I mean when they fought one another, Quan pretty much owned Shang....

Quan would have to have more magical knowledge and wisdom because he "may be as old as the Netherealm itself" while Shang is only a little over 1,000 years old.
It should also be noted that, according to those trading card bio videos, Vogel himself considers Quan Chi the more powerful of the two.

Everyone is MK is superhuman. Seemingly even Stryker.
Angels are not intellectually souvereign or free beings.

Angelology has never really been my field, but from the little what I read, angels are superior by cognitive abilities than humans; plus, they have free will to choose whichever alignment, Lucifer proved it. I didn't incline angels are intellectually sovereign, neither did I insist on Quan Chi being "wise". "Scheming" is more of an adequate adjective. Now, scheming does require being a smartass, from how I view it.
