It was when he got him in MK4. Quan Chi got away. Scorpion pursued. Scorpion got kicked into an acid moat. Then thrown into the Soulnado by the Deadly Alliance Oni monsters...
There is no finally getting him anymore.

Yes it was. His Deception bio clearly states he was thrown into the soulnado by the oni, escaped before he was torn apart, and found himself hanging out with the Elder Gods, so they made him their champion.
