I've noticed that because of the delay, several wake up tries online will not work. Some people are so used to this that they have created their own tactics for online purposes, for example, after Reptile knocks you down, he can use d+3, acid hand without worrying about wakeup, Rain can also use his b+2, 3.

Also, enhanced specials invincibility can be stuffed, something impossible to do offline.

If you try to wake up you will get hit by the pressure attacks.

Now, I want to know, could this tactics be used offline the same way they're used online?

Konqrr made some videos in which he used Kitana's d3 to beat some wake-up attacks. However, that was before the latest patch in which they tweaked wake-up properties so I'm not sure if it still works.

You absolutely can stuff wakeup attacks offline. I do it all the time. The window of invincibilty is very short, so it's common to attack after the invinciblity has worn off but before the wakeup special has it's first active frame.

The system of wake-up reversals in this game is unbelievably stupid. For MK10, just make wake-up attacks invincible during the first 24 frames.

Depends, it's a guess. They could do a fast wakeup you can't stuff or you could mistime it and get blown up. It depends on the reward for blocking or dodging the wakeup attack too, better to block a Sektor wakeup teleport than stuff it with a d+4.
