Because I had this thought: maybe he was a benevolent leader of Outworld, only desiring to maintain control over his realm, and not build an empire from other realms. But now that he has returned, Quan Chi is in possession of his amulet and therefore his army, so he allies with the Earth warriors to get the amulet back.

outworld is the collection of several realms(edinia,nitara's world and for a short period of time,Earth)
he was also the original ruler..meaning it was he that took all these realms before shao kahn came in and took the throne and conquered more realms
i see no reason to think the DK as a good person or even a kind person

By you saying that you're implying that the Dragon King was involved in Mk2 and 3. he's obviously not. Remember The Emperor Shao Kahn and Shang Tsung entered Mortal Kombat to take over earth, the Dragon King did not.
Plus Shao Kahn didn't dethrone the Dragon King, he dethroend Kitana's father, the king of Edinia. Edinia = Outworld. Outworld is a destroyed Edinia at the hands of Shao Kahn...
If Shao Kahn dethroned the Dragon King nobody would be as worried about him, because they already beat a superior fighter(shao kahn).
I dont think the Dragon King ruled outworld, but his whole story is completely surrounded in mystery, nobody can say anything about him yet. Not until MK6 anyway.
But there is one thing we can say and that the Dragon King did not take over earth for any period of time, like you implied. That was definately Shao Kahn.

And to answer your question, I mean, Its kind a pretty obvious he will be the main evil bad guy of the game. Look at Raydens ending, and the whole story of MKDA is about the DRAGON KING and his UNDEFEATABLE ARMY.

Raiden says the Dragon King is a POSSIBLE threat. Also, just because he has an undefeatable army doesn't automatically make him a conquerer, it could just be for defense. Besides, Mortal Kombat is heavily rooted in, or at least suggestive of, Asian mythology, which usually portrays the dragon in a positive light, as a symbol of strength and wisdom. The image of the evil, destructive dragon comes from medieval European myths.

I also think that there is a "core Outworld" all by itself. Why else would Outworld still exist even though Edenia gained independence and works as a seperate realm again? There is some confusion about this due to the whole plotline about Kahn usurping the throne of Kitana's parents.
Although the movie storylines aren't orthodox, Kitana herself says that Edenian warriors lost ten MK's in a row to Outworld, after which Kahn invaded Edenia. There is proof he already HAD an army because it's implied he defeated Rain's father in battle (says so in Rain's bio).
I think that, in order to make himself the legitimate ruler of Edenia, he then married Sindel and adopted Kitana. Edenia may well have been one of the centerpieces of the composition that Outworld had become.
