Ermac has got to be one of the best. Having launcher combos AND a comboable special move launcher is just devastating.

Rain can get pretty ridiculous, although his combo style is pretty unorthodox. His Roundhouse, Lighting, and Rainball thingy all allow juggles.

There's much more that can be said, but I'll leave it to the experts.

Rain is quite limited in terms of variety, Human Smoke is less limited, Ermac is practically unlimited. If we ever do make a MUGEN MK fighter, a character juggling Friendship might in order.

Reptile's up there too, I overlooked him, probably same level as Human Smoke, maybe a little less cause of damage.
