If Shang Tsung and Quan Chi want to resurrect the undeafatable army of the dragon king, why do they have a tournament? Please write back somebody.

Their "tournament" has nothing to do with anyone but Li Mei. They held the tournament to find suitable souls to put in the Undefeatable Army.
