First, freeze your opponent in the air.
Then do a regular Hp and freeze.
Now the freeze move gets locked at this point if you try to do another hit then freeze. However, if you do a VERY quick HP + freeze - you can break the rules and inevitably add more damage.
The difficulty depends on the character you are trying it on.
The "aa" stands for 'anti air'.
Other characters like Kabal can similarly break the lock on their moves...

It appears the game does things in a specific order on every frame. I believe button hits are registered and affect the game before collisions do. So, if you have a collision (aka your punch hitting your opponent) on the same frame that you hit the trigger button for a special move, it will register the special move first and change state to allow that to happen, then it will detect the collision that occurs on that frame and change the states of the game to make that happen. Because it triggers the special before it recognizes the collision, the freeze is not disabled.
This is also what allows you to run in and block sindel's scream (something MK2 Kung Broken loved to do to me). If Sindel is screaming and you run in at her and tap block on the same frame that her scream should hit you, you will block it because hitting the block button registers before the collision with her scream does.
This is also why you can be frozen in full blocking animation. If you release block on the same frame that a freeze hits you, it will register that block was released, switch you back to an unblocked state, then register the collision of the freeze with the character all before the graphics are updated, and voila, frozen in full blocking frames.
