I know Shinobi has be out about as long as MKDA but since Shinobi has a katana and scorpions sword resembles it who would win

I think scorpion would. In my case i think Scorpion has some good advantages over him. Fire for one and scorpions spear can reach some good distances.

Scorpion. Scorpions just a better fighter anyway. Shinobi is fast and dangerous but not fast enough for that to be a big threat Scorp. Scorpion is a spectre afterall not just a human.
