No, it doesnt look like Arcade.
Arcade wouldnt have an option menu for example.
I dont see big differences from these unsharp pictures.

Those are all console version. Look how low the energy bars are from the top of the screen.
It looks like they worked off of MK3 for PSX to make those screen shots. I don't think they worked off of it to make MKT itself, but maybe they started to develop UMK3 or MKT for PSX off of MK3 originally and realized it sucked.

Yes! Source please! If it's true, then awesome. If not, you're fucked up in the head. Like waving a bone to a starving dog.

Yeah, MKT started out as a version of UMK3 for PSX.
In 95 Sony paid for the exclusive rights for MK3 on next gen systems like N64 and Saturn. Sega shot back by getting the rights for UMK3. Because MK3 for PSX was such a success Midway tried to come up with a way to get around the Sega deal and put UMK3 on PSX and N64. For a while this was a MK3 upgrade(different from UMK3) that was called "MK3 Plus". They relized that with the power of the new consoles they could put in tons of content from past games to make a big MK3 upgrade. Eventually this project became MKT. That's why MKT is so rushed and thrown together and why it's UMK3 plus some extra crap they had laying around from MK II. MKT only exists as a loophole to put UMK3 on other systems.
What's funny is that Saturn UMK3 got delayed so much that by the time it finally came out MKT was almost finished anyway. So Sega went through the trouble of getting UMK3 exclusive rights and it didn't do anything for them anyway. Then they got MKT but it was ages after PSX and N64 did. Poor Sega...
Also at the time Nintendo was really pressuring 3rd party developers to make the N64 versions of multiplatform games better. N64 MKT was originally intended to be the premier version with features and secrets not on PSX. Didn't exactly turn out that way....

MK2Kung, how far are you at your Mugen project? This is like the second time ive seen that pic before, and I was just curious. Is MUGEN hard to use? And is it just straightforward, like no programming, or all programming, etc? Just wondering, cause I can't wait to see ure game.
Thanks man

The programming as far as I know is straight forward, I can edit values and stuff, but I don't know how to do the tricky stuff which would be needed in the process of converting the capcom/kof styles to MK. All we need is *one* character to be finished in terms of basic moves and everyone would be finished. They we can change hit boxes speeds special move properties and stuff and I can do all that, it's just a matter of finding someone with time who wants to do it.

MUGEN is just plain annoying. It isn't so much programming as configuring and scripting a little. A "character" is made up of a file with all its graphics, a file with all its sounds, plus a bunch of files full of text that has to be created. These other files setup the hitboxes, configure the animation, configure the states your character can be in, and configure the commands and how they affect the state your character can be in. Also thrown in there is the creation of other items like projectiles.
Realistically speaking its probably a million times easier then programming your own fighting game from scratch. But still, it is annoying.
I started to get into it and got pretty good but have forgotten all of it now because there just doesn't seem to be a huge payoff. MUGEN itself is not fantastic in its ability to playback the characters and there is no online option as of yet.
