You can use this Pro Action Replay code in an emulator, but you can't do anything with him 'cause no moves work. =P
So have fun walking, jumping, running, and blocking. That's all he can do. At least his speed is still intact for you to use.

Well there's a difference between unplayable characters and characters that were meant to be playable, but never show up. Normally when a game has an unplayable character, it's really buggy or strange to play as the character. This phenomenon happens when you try to use Pro Action Replay codes or some codes of the like to play as characters you were never meant to actually be able to play (For example, Goro in MK1).
Chameleon in UMK3 for SNES was actually going to be a playable character, but for whatever reason, they just didn't end up finishing him. That's why he has basic moves and combos and such.
