Well actually, Sub-zero did have the dragon medallion in his alternate costume, not just his primary costume. You can see it on his chest somewhere. Also, according to Frost's ending, it says that Frost ripped the dragon medallion from Sub-zero after freezing him, and Sub-zero was in his alternate costume when Frost did this.
And yes, Sub-zero did have a brother, but he's been dead since MK1. He was older and didn't have a scar on his face.
