The arcade and Saturn versions had Sheeva.

The SNES and Genesis version had Noob and Rain, and no Sheeva.

The select screens had to be changed for the different characters in the game.

SNES and genesis version had limited memory space, so Mr Boon's team has decided to put rain and noob instead of sheeva because they didn't need an another sprite to do that, they just have retaken the sprite of scorpion and change the colour.

Their decision was arbitrary. They should have taken out Unmasked Sub like they did in N64, and given him combos performed in a similar manner as both characters, with all the moves. This again is SNES UMK3 and doesn't matter one way or another.
