well first kahn was recovering from his defeat.then kahn was leading troops into a war

shang tsung was ether doing his own thing or assisting the war in some way

well, Look at it like a chain reaction, Shao Kahn is the leader, Shang Tsung follows him, and Kano follows Shang so when Kahn went down,they all followed him, but shang turned on him in MKDA, so that doesnt work anymore.

What about Kano, he could've been in mk4 along with Jarek, but Jarek would need his own moves

They weren't doing anything. Ed Boon not having any idea what he is doing just made another Mortal Kombat without thinking about what happened to the demon sorcerer or the leader of the Outworld.

As for Kano, he probably was supposed to be in it but changed to Jarek like Kitana was changed to Tanya.
