I was sure, by the way someone spoke about him in another thread, he was a joke character. Then I found this pic on the Annals of Kombat site:

Considering Zebron and the rest are on this site, I know he could still be just a joke. But that's a pretty good picture if it's a fake. He'd have probably made a better boss than Shinnok in MK4. Was he actually a concept of the MK creative team or fan fiction?

Belokk was planned for MK4, but was axed because of legal issues. he is still secretly playable in a version of MKG. probably for the PC

Actually, the story behind Belokk is that Eurocom started planning him for MKG, but Midway nixed the idea.
They unintentionally sent Game Informer a copy of MKG with Belokk on it (they meant to send a version where he was removed) and so the pics were leaked early. When Midway told them to remove Belokk, they had them remove every piece of code in the game that pointed to him – probably because they learned their lesson after they failed to completely remove Kitana from MK4 and people kept hacking into the game to play as her.

as Kombat said,he was totally removed from MKG,so he's not in ANY version of MKG,and MKG doesn't exists for PC....first search for info before posting NON SENSE.
