Chameleon and Khameleon were introduced in PSX and N64 MKT. They were sort of joke characters, since all the characters use the same base sprites, they just decided to make them transparent and the characters randomly change as you play, having their specific combos and moves. N64 was the female ninjas (Khameleon) and PSX was the male ninjas (Chameleon). It would have been funny if Saturn got the robot ninjas (Xameleon).

Actually, the N64 version: Khameleon, she actually has a storyline, but all it does is tell more about Reptile's history.

Chameleon is an Ultra Reptile(MK1). Chameleon not only changes to the stance of the Male Masked Ninja he is emulating, he even changes to their color, and he's playable.
