I was thinking the same thing, Following the konquest timeline, Shujinko started his quest long before liu kang. In that picture hes fighting, Kabal, wouldnt he be old at that point to be fighting Kabal, it doesnt seem to fit the Konquest storyline. I'm thinking its a 3rd outfit.
