I like this idea too. The thing is, I hope there is a limit to the number of special moves you can teach your character. Everyones characters with the same moves will be stupid!
As for the cameos, I hope everyone appears. The dead characters can also serve as guides or tutors from beyond the grave to teach other hidden techniques that are not necessarily their own special moves but brand new ones. They could also provide information to unlocking secrets and stuff.
