You can also find it in Earthrealm by defeating Scorpion two times and after defeating him the lady will drop the mask and run away.
It's located beside the second Lin Quei temple, with the guards standing around it.

Your supposed to give that mask to the lin kuei and they'll give you koins
Did anyone else find it funny how the woman ran away. The mask was thrown back and she ran off waving her arms, like the people in Seido.

You can get the mask twice.
