I say the one next to Kenshi is definitely Smoke. Reasons why I believe so:

1) he has a ninja mask covering his mouth/nose.

2) look at the shape of his head, it perfectly matches the facts that we have been told about how smoke will look. His skin is probably made of smoke and his head moves in motion like fire/smoke.

3) it can't be the guy in the middle on the last row that is definitely Sektor.
