Well, no. It's not possible. But maybe i'm wrong and there is a way, but i don't know it so far.

That has nothing to do with your version, the difference between versions is that they must be translated into different languages and that the PAL versions are meant for a different voltage use, so i gues not.

not really... most games are not translated...especially mortal Kombat and other fighting games... the only translated game I'vve ever played was Pokemon, because it was so big with younger kids... but mostly they are all in english (Especially the Pal-N versions)

On xbox live i'm always playing against PAL players.ROTCW,DDR,etc etc,So on xbox live i'd have to go with yes.

Possible, but I don't think it's enabled by default at the PAL end!
The reason for this is that the PAL & NTSC video standards are so different. American NTSC games always run at 60hz so the gameplay is full speed, fully smooth and full screen. For an NTSC player to play against a fellow NTSC player is fair.
PAL games by default run in 50hz because not all UK televisions can display in 60hz (though many can nowadays). 50hz is a tad slower, jerkier and usually results in a letterbox screen unless the programmers have worked hard on the PAL version.
A game running in 50hz is usually slower, less responsive and visually less clear than the same game running in 60hz.
Many PAL PS2 (don't know about XBox) games have the ability to choose whether they want to run in 50hz or 60hz mode. Unless the player has a TV set that can display 60hz, and the required SCART leads for the enhanced signal (not sold as standard with the PAL PS2), 60hz may either not display at all or display in black & white.
My theories concerning interconnectivity of the different countries' versions would be a system similar to the Phantasy Star Online system:
Specialist 50hz Servers:
for PAL 50hz players to play against each other
Specialist 60hz Servers:
for everyone else
This would mean that if you could only display in 50hz you would only be able to connect to users who are also playing in 50hz living in PAL 50hz countries.
Pal gamers who can actually use the 60hz mode (like me!) have the advantage of being able to take on the majority of opponents out there!
Just speculation on fairness!
