Doubt it. Main reason is because Drahmin is shown in the prison stage.

I think he is a new version of Quan. It never said Darahamin and Quan Fused, it said both went in, one came out.

I really doubt Quan suddenly grew a 3 foot ponytail. And without the white skin, Quan Chi just isn't Quan Chi.
