Justice League is really only a part of the characters that make up DC. It has other characters/groups that have nothing to do with the League. At least not directly anyway.

Were there some specific characters that you were wondering about?

This should help you out At least for a start. This might be worth a look too.

To actually answer the question: The DC Universe is the central world inhabited by DC characters, including, but not limited to, the Justice League.

Contextually it could mean anything from the central reality (as opposed to alternate worlds with alternate versions of characters), to the core brand (versus unrelated imprints like Vertigo or CMX), or just the conceptual parameters by which any fictional landscape are defined. It just so happens those parameters are shared by thousands of characters.

In short; DC Universe is the world of the DC heroes and villains.

Yeah, there's tons of awesome DC characters. The Justice League is most likely what DC is mostly known for though. But they have other divisions, characters and plots too.

This really makes me think of how much of an impact Marvel has on pop culture. I tried to think of more than Batman, Robin, Superman, and Wonder Woman and all I can think of is Green Lantern. If I were to name as many Marvel characters that I can without stopping I would get at least 15 before having to dig deep.

Flash!

and speaking of Flash. One of my favorite comics during my comic days was Impulse. I think that's been discontinued for a while now but I liked that comic. Or at least Humberto Ramos' work.

Poison Ivy!

It seems easier to name Villans in the DC Universe rather than the heroes.
