After seeing the picture and doing a little research I going to make a few wild guesses as to the possible identity of the blonde. My guess that it is a goddess of some sort. Most likely not an Elder God since they are either unable or unwilling to directly interfere in 'mortal' affairs.
The creators of Mortal Kombat seem to be sticking to a Shinto weather/element theme in creating dieties:
Rayden/Raiden = Raijin/Ryujin Def. Raijin: Weather gods(s). Shinto (Japan). A generic title for a large group of deities controlling thunder, storms and rain. Among the most significant is Ryujin the dragon god of thunder and rain
Fuijin: God of winds. Shinto (Japan). Depicted carrying a sack of winds that contains the four winds on his shoulders.
My guess is the blonde is a Shinto goddess of either weather or an element and be reasonable easier to say by non-Japanese speaking players. My top two guesses are:
Suijin. Reasoning: Name fits the Raijin and Fuijin names and an elemental. Def. Suijin: Collective name for water gods. Shinto (Japan) These dieties are worshiped at shrines at the sources or irrigation canals, lakes and ponds. They are depicted as snakes, eels and fish and invoked particularly by women. Chief among them is the goddess Mizu-Ha-No-Me.
Inazuma. Reasoning: Possible sister to Raiden thus similiar outfit and a weather god of sorts. Def. Inazuma: Goddess of lighting. Shinto (Japan) The so-called consort of the rice. In certain regions when lighting hits a rice field bamboos are erected around the spot to signify that it has been sanctified by the fire of heaven.

U r right.. Raiden is a japanese god of hunder, and fujin too.... so I haave to agree with you...
I just hope she is not a lightning goddess... sshe'd be too much like rayden, and the idea of a disciple with same powers is Frost's!!!

Unfortunately, the odds of a wind goddess and sticking to the Shinto theme is unlikely. I could be wrong, I am basing this theory on only one book after all and I am not very familiar with Shinto belief. (Any one who knows more about Shinto/Japanese dieties please help.) All other weather/wind dieties either have names waaaaaayyyyy to long, are too hard to say and/or male. i.e. Aji-Shiki-Taka-Hiko-Ne (A rain god)
All the listed fire gods have names way too long as well. There is a agriculture (earth?) goddess that might fit if the creators are imaginative: Inari. WhiteWolf (publishers of the Vampire, Werewolf, and Mage RPGs) have already loosely based a character on her already. However, with them she is considered the first Kitsu (spelling?) or were-fox.
If I would to stretch it and leave out the elemental or weather requirement there is a goddess of luck called Benten-San. The name is a little longer than I would like and sounds like a guy's name to this American's ears, but they could be free to alter it some or I could be saying it wrong.
However, considering the coloring and costume of the blonde my bet still stands on Suijin and/or Inazuma. With Suijin taking first place so far.
Note: Trying to keep exact definitions from the book to a minimum unless absolutly needed. Not too sure of copyright laws and the less often I quote the less likely of law-suit.

I'm betting she is a water goddess (Suijin?). And perhaps she is not helping Raiden but sent by the Elder Gods to punish him for his defiance. (See Raiden's ending in MK:DA) After all, what happens when your mix water with electricity.

She might be a new character.
No offence but i think they will give SONYA some rest for the time being as they had done in MKII.
I am saying this because the game's being resembled to MKII where SONYA was exempted.

The creators of Mortal Kombat can easily create a female character based on a male deity. There's no law that states they have be accurate in their representation of a deity. Also, my Shinto theme theory could be way off, it is based only on two characters. She could be any deity from around the world, or just someone they made up.
However, I leaving the hat out of my theory completely. It looks to me that it is just loosely based off of Raiden's hat. Then again I could be wrong. The only way to find out is to keep an eye on any updates and wait for the game.

Yes, but then again, she might come back this time as a hidden character, something MKII should had done, but maybe not even hidden because Sonya is a very important part in the story of Mk, she is a must.
Besides, her MKDA ending left high possibilities to see her return as General and main head of the SF team. : )

definitely a new character... can't be sonya. i think that if sonya were to be in the game, they'd try to make here look as much like her old appearance as possible so as not to tick off some fans.

Queve, remeber that chaarcter concept I said I was working on? Well, she happens to be a goddess of Light who uses the moons powers so its interest how everyones mentioned this new female as being a moon deity.
